EMC Directive: CE Certification=20 Procedure
THE CE-CERTIFICATION = PROCEDURE Before=20 the CE Marking may be affixed, the compliance of = the=20 product with the applicable requirements must be = certified. The CE-certification = procedure of the=20 EMC Directive consists of certain steps that will = be=20 presented here. Please be informed that = CEMarking.net can =20 provide advice and assistance in all stages of the=20 certification process. STEP 1: DETERMINE = WHICH CE=20 DIRECTIVE(S) APPLY TO THE PRODUCT The = first step=20 in the certification process is to determine = which=20 (other) European CE Directives apply to the product. = It=20 is possible that one product falls under the scope of more = than =20 one CE Directive. STEP 2: READ THE TEXTS OF = THE=20 APPLICABLE DIRECTIVE(S) Read the text of = the EMC=20 Directive and possible other applicable CE = Directives.=20 The essential requirements for the product can = be found=20 in the text. STEP 3: APPLYING THE = ESSENTIAL=20 REQUIREMENTS OR HARMONIZED STANDARDS The essential = =20 requirements that apply to the product are set out in the=20 Directive. They define the results to be = attained, or=20 the risks to be dealt with, but do not specify = the=20 manufacturing specifications or technical = solutions for=20 reaching that result. The manufacturer is = free to=20 choose any technical solution as long as the = final=20 product meets the result as defined in the essential = =20 requirements. Technical solutions for meeting the = essential =20 requirements can be found in European harmonized = standards=20 (EN standards). However, please note that the=20 application of EN standards is not mandatory.=20 The great advantage of using publicized = EN=20 standards is that it leads to a 'presumption of =20 conformity' with the essential requirements of the = applicable =20 European Directives. The European harmonized = standards=20 are adopted by European standards organizations = (CEN,=20 CENELEC or ETSI) upon a mandate issued by the = European=20 Commission. STEP 4: CONFORMITY=20 ASSESSMENT The fourth steps in the CE =20 certification procedure relate to the actual assessment of = the =20 conformity of the product with the essential = requirements. =20 For the EMC Directive conformity assessment = means=20 that the product is tested on compliance with = the=20 applicable limits for the emission of and = immunity for=20 electromagnetic disturbances. STEP 5:=20 INSTRUCTION The goal of the European CE=20 Directives is to minimize the health and safety risks of = =20 the product for the user. From this perspective it is = necessary to =20 provide an instruction about the safe = installation, use,=20 maintenance and reparation of the product. The=20 importance of information of the user is also = recognized=20 in the European Directive on General Product = Safety=20 (92/59/EEC). Because it is essential that the user = is =20 able to understand the (safety) instructions, it is = obligatory=20 to provide a translation of the manual in the = official=20 language(s) of the country where the product is = being=20 placed on the market. STEP 6: EC = DECLARATION OF=20 CONFORMITY The EMC Directive imposes an=20 obligation for the manufacturer, his authorized =20 representative established within the Community or the = importer, to =20 draw up an 'EC Declaration of Conformity' when = the=20 product is placed on the market. This is = basically a=20 legal statement ensuring that the product = satisfies the=20 essential requirements of the applicable = directives.=20 The EC Declaration of Conformity must be kept = =20 for at least ten years from the last date of manufacture of = the =20 product, and must be made available to the = surveillance=20 authority immediately upon request. STEP = 7: THE=20 AFFIXING OF THE CE MARKING The CE = certification=20 process is concluded with the affixing of the CE = Marking=20 to the product. The CE Marking indicates that = the=20 product conforms with the relevant essential requirements, = =20 and other applicable provisions, and that the product has = been =20 subject to the appropriate conformity assessment=20 procedure(s). Hence, Member States are not = allowed to=20 restrict the placing on the market and putting = into=20 service of CE marked products, unless such = measures can=20 be justified on the basis of evidence of the =20 non-compliance of the product. The CE Marking must = consist of=20 the initials 'CE'. If the CE Marking is = reduced=20 or enlarged the proportions must be=20 respected. The logo must have a height of = at=20 least 5-mm. The CE Marking must be affixed = =20 visibly, legibly and indelibly. The CE Marking must = be =20 affixed to the product or to its data plate. However, = where=20 this is not possible or not warranted on account = of the=20 nature of the product, it must be affixed to the = packaging, if any, and to the accompanying = documents,=20 where the directive concerned provides for such=20 documents. The affixing of markings on the product = which =20 are likely to deceive third parties as to the meaning = and=20 form of the CE Marking is not allowed.
