Low Voltage Directive: CE = Certification=20 Procedure
THE CE-CERTIFICATION = PROCEDURE Before=20 the CE Marking may be affixed, the compliance of = the=20 product with the applicable requirements must be = certified. The CE-certification = procedure of the=20 Low Voltage Directive consists of certain steps = that=20 will be presented here. Please be informed that = =20 CEMarking.net can provide advice and assistance in all = stages of the=20 certification process. STEP 1: DETERMINE = WHICH CE=20 DIRECTIVES APPLY TO THE PRODUCT The first = step in=20 the certification process is to determine which = (other)=20 European CE Directives apply to the product. It = is=20 possible that one product falls under the scope = of more=20 than one CE Directive. STEP 2: READ THE TEXTS = OF=20 THE APPLICABLE DIRECTIVE(S) Read the text of the Low = =20 Voltage Directive and possible other applicable CE = Directives.=20 The essential requirements for the product can = be found=20 in the text. STEP 3: APPLYING THE = ESSENTIAL=20 REQUIREMENTS OR HARMONIZED STANDARDS The=20 essential requirements that apply to the product = are set=20 out in the Directive. They define the results to = be=20 attained, or the risks to be dealt with, but do not specify = the =20 manufacturing specifications or technical solutions = for=20 reaching that result. The manufacturer is = free to=20 choose a technical solution as long as the final = product=20 meets the result as defined in the essential=20 requirement. Technical solutions for meeting = the=20 essential requirements can be found in European harmonized = =20 standards (EN-standards). However, please note that the=20 application of EN-standards is not mandatory.=20 The great advantage of using publicized=20 EN-standards is that it leads to a 'presumption of = =20 conformity' with the essential requirements of the = applicable =20 European Directives. The European harmonized = standards=20 are adopted by European standards organizations = (CEN,=20 CENELEC or ETSI) upon a mandate issued by the = European=20 Commission. STEP 4: CONFORMITY=20 ASSESSMENT The fourth steps in the CE =20 certification procedure relate to the actual assessment of = the =20 conformity of the product with the essential = requirements. In=20 order to prove the conformity of the product = with the=20 essential requirements of the Directive and = harmonized=20 standards, examinations and compliance tests are = necessary. The results of the tests must be =20 documented. STEP 5: COMPILING OF A TECHNICAL = FILE The =20 Low Voltage Directive makes obligatory the = compilation of=20 a Technical File containing information to = demonstrate=20 the conformity of the product to the applicable=20 requirements. The Technical File must be kept = available=20 for the national market surveillance authorities = for at=20 least ten years from the last date of manufacture = of the=20 product. The content of the Technical File depends upon the = =20 nature of the product. STEP 6: = INSTRUCTION The goal=20 of the European CE Directives is to minimize the = health=20 and safety risks of the product for the user. = For this=20 reason the Low Voltage Directive obliges to = provide an=20 instruction about the safe installation, use,=20 maintenance and reparation of the =20 product. Because it is essential that the user is = able to =20 understand the (safety) instructions, it is = obligatory to=20 provide a translation of the manual in the = official=20 language(s) of the country where the product is = being=20 placed on the market. STEP 7: EC = DECLARATION OF=20 CONFORMITY The Low Voltage Directive imposes = an=20 obligation for the manufacturer, his authorized = representative =20 established within the Community or the importer, to = draw up=20 an 'EC Declaration of Conformity' when the = product is=20 placed on the market. This is more or less a = legal=20 statement ensuring that the product satisfies = the=20 essential requirements of the applicable directives. = =20 The EC Declaration of Conformity must be kept for at = least =20 ten years from the last date of manufacture of the = product, and must be made available to the = surveillance=20 authority immediately upon request. STEP = 8: THE=20 AFFIXING OF THE CE MARKING The CE = certification=20 process is concluded with the affixing of the CE = Marking=20 to the product. The CE Marking indicates that the = =20 product conforms with the relevant essential requirements, = and other=20 applicable provisions, and that the product has = been=20 subject to the appropriate conformity assessment = procedure(s). Hence, Member States are not = allowed to=20 restrict the placing on the market and putting = into=20 service of CE marked products, unless such measures can be = =20 justified on the basis of evidence of the non-compliance = of the =20 product. The CE Marking consists of the = initials =20 'CE'. If the CE Marking is reduced or = enlarged the =20 proportions must be respected. The logo = must have a=20 height of at least 5-mm. The CE Marking = must be=20 affixed visibly, legibly and = indelibly. The CE=20 Marking must be affixed to the product or to its = data=20 plate. However, where this is not possible or = not=20 warranted on account of the nature of the product, it must = be =20 affixed to the packaging, if any, and to the = accompanying=20 documents, where the directive concerned = provides for=20 such documents.
